How do i take that filtered bookmark and add it to an internal campaign?

When you have your list of customers in Build Beyond Limits, just click on the "Save Local List' button at the top. That will save the list of customer numbers you had in your report. Now at any time you can use the filter called 'Campaign List' to call up the static list of customers that were in your build beyond limits report.
